BrightLeaf Group is looking for a self-motivated, detail-oriented Senior Technical Project Manager who can lead complex web development, technical infrastructure, and maintenance/support projects for state and local government clients — with calm, clarity, and discipline.
ABOUT THE ROLE
The Senior Technical Project Manager is a key technical delivery leader within BrightLeaf's web application practice. Reporting to the Web Applications Director, you'll manage complex web development, technical infrastructure, and maintenance/support projects — bridging the gap between business requirements and technical execution, and ensuring stable deployments and optimal system performance.
This is a hands-on delivery role. You'll build technical work breakdowns, staffing plans, time and cost estimates, and deployment schedules, and you'll be the steady technical hand clients and internal teams rely on when projects get complex. Offering a flexible work schedule and environment, this remote position will require occasional face-to-face meetings in Austin, Texas.
WHAT YOU'LL OWN
Technical Project Delivery
• Provide end-to-end technical project management, from initial proposal and architecture planning to project close and deployment.
• Analyze complex project requirements, scope technical solutions, and prepare precise budgets and development schedules.
• Exceptional ability to identify technical risks and project bottlenecks early, providing strategic mitigation plans.
CMS & Infrastructure Management
• Oversee and manage CMS implementations, upgrades, and migrations, acting as the primary project lead for enterprise-level platforms (especially Drupal).
• Coordinate critical infrastructure tasks, including DNS management, domain migrations, SSL certificate provisioning, and hosting environment configurations.
Quality, Testing & Documentation
• Develop detailed technical plans, monitor development sprints, manage QA testing cycles, and create comprehensive project and system documentation.
Client & Cross-Functional Partnership
• Liaise seamlessly with development teams, IT operations, DevOps, clients, and management to ensure technical alignment.
• Build trust and close working relationships with clients, translating complex technical concepts into clear, actionable insights for non-technical stakeholders.
EXP Platform Support
• Serve as Project Manager for select Employee Experience Platform (EXP) implementations, applying technical project management expertise to oversee application and database integrations alongside the EXP Implementation Consultant.
REQUIRED QUALIFICATIONS
• 5+ recent years of directly relevant technical project management experience, managing technical web development, infrastructure, and support projects in an Agile environment.
• Extensive practical experience overseeing CMS projects, with a strong mandatory focus on Drupal (experience with WordPress and other CMS platforms is also highly valued).
• Strong working knowledge of web infrastructure, including DNS management, server environments, web security protocols, and deployment pipelines.
• Experience managing the development of government agency websites, web applications, or secure portals.
• Understanding of web accessibility standards (Section 508 / WCAG) and secure deployment practices.
• Proficiency with Google Analytics, modern PM tools (e.g., Jira, Confluence), and familiarity with CI/CD pipelines, Git version control, and API integrations.
• Positive attitude, highly collaborative, friendly, and deadline-driven.
★ PREFERRED QUALIFICATIONS
• PMI Certification (PMP, PMI-ACP), Certified ScrumMaster (CSM), or formal project management training.
• Experience with government contracting environments.
